The accidental fire, which started Feb. 5 when an electrical outlet malfunctioned on the first floor, destroyed 80 percent of the two-story Colonial-style restaurant. Serato said the estimated cost to rebuild is $1.5 million and doesn’t cover the money needed to refurbish the elaborate interior.

Nearly four months later, Serato said the insurance company has not told him how much they will pay.

“I want to see a check,” Serato said.

On top of the payout delay, he said he’s been getting pressure from the city to restore certain architectural features original to the 1909 historic home, which was vastly modified when Serato bought it in 1987.

“They want me to save everything and put back the original look,” Serato said at his Huntington Beach home.

His initial plans to the city, which included an expanded kitchen to accommodate added refrigeration storage for Caterina’s Club, didn’t pan out due to cost. Because he would be expanding the footprint, the new plans would trigger code requirements such as new sprinklers and disabled accessibility.

“This has been so frustrating,” he said.

City spokesman Mike Lyster said Anaheim has a team of planners dedicated to “doing whatever” they can to help Serato rebuild in a timely manner.

“We stand ready to help him,” Lyster said.

Serato’s latest plans represent a compromise, keeping the kitchen the same size and adding a few changes to the once-extravagant exterior.

The second-floor balcony, for example, will not include the same ornamental balusters because they were not original to the house. French-style windows in the front of the restaurant won’t return, either. Instead, large picture windows will be included. Serato also plans to add a bar upstairs and reduce the seating capacity of 300 to make the restaurant more intimate.

Lyster said the Anaheim White House is located “literally where the city was born.” As such, the city is asking Serato to try and “restore the fidelity” of the way the house once looked.

“That will cost me much more than anticipated,” said Serato, who visited the charred remains of the restaurant Monday as the interior was being demolished.

While plans are still in flux, Serato said nothing will stop him from returning the Anaheim White House to its former glory. He is hoping to reopen in October, the same month his memoir, “The Power of Pasta” is released.

Serato’s American journey

Raised in France and Italy, Bruno Serato came to the United States with $200 in his pocket in 1980.
